These types of decisions are only taken after consultation with experts, often consulting engineers. I am sure that their advise was that they could use the cheaper Flint River water and that this would meet all the standards. What they probably were not told is that switching over to a different water source, it would have consequences, regarding the earier built up scale, especially if the corrosion index of the new water would be higher. Why haven’t we heard from the experts who gave the advise?
Well done, but a typo on MCL for lead. p22 15ppm should be 0.015 mg/L
